Slovak insurers are refusing to cover new travel agencies, farmers against bird flu, and timber firms against fire. It is impossible to set up a travel agency here. In Czechia, the same problem was solved in 2019 by launching a mandatory guarantee fund, to which travel agencies contribute 0.03% of annual sales. The government has been promising to help set up a risk fund for farmers for a long time, but so far to no avail.
